People talk about us

Our institution has been in the frontline area for a long time, and this has led to a deterioration in the ability to provide quality primary care to the community. By joining the project “Strengthening the Capacity of Community Healthcare Facilities in Priority Regions in the Context of the Military Aggression of the Russian Federation,” UHC experts offered various mechanisms to address our challenges. Together with the team, we realized that there was light at the end of the tunnel.
Oksana Shparenko
Director of the Bashtanka Primary Health and Social Care Center
For three years, we have been working side by side with UHC to break this rock. This partnership has allowed us to form a vision of a future model of penitentiary medicine in Ukraine, focused on the needs of patients and integrated into the national healthcare system of Ukraine.
Oleksii Zahrebelnyi,
Head of the CO “FREE ZONE”
During the cooperation in the project, the most important thing was that we managed to jointly implement important things, such as strengthening medical institutions with a training component and purchasing critical equipment. Throughout the entire period, there was a sense of reliability, cooperation, and a comfortable working atmosphere within the team involved in the project.

03 Our history

The future team began work on the center in July 2020. In March 2021, the Ukrainian Health Care Center (UHC), an independent think tank, was founded.

The team is based on experts who have experience in designing, legislating and implementing healthcare financing reform at the level of central government – the Ministry of Health of Ukraine, the National Health Service of Ukraine – and at the level of local authorities.

For 4.5 years, based on the number and quality of requests from partners and the media, UHC has been among the leaders in Ukraine in the field of consulting and education on health care policy and management, health care economics and financing, and health care system transformation among international and Ukrainian partners, NGOs, representatives of central and local authorities, and health care facility teams.

As of the beginning of 2025, the UHC team has implemented 80 projects and cooperated with dozens of health care facilities, communities, and cities.

We have launched more than 15 educational courses, events, and comprehensive programs that have provided information, tools, and skills to more than 5,000 healthcare professionals. In particular, in 2023, we launched a master’s program in Health Care Management in partnership with the National University of Kyiv-Mohyla Academy and the Ukrainian-Swiss Project for the Development of Medical Education and a mini-MBA for management teams of medical institutions.

We continue our work to strengthen the healthcare system at every level — from national policy to local implementation — supporting both systemic transformation and the personal development of healthcare managers and professionals.
